DAILY UPDATE #43 -- 5/13/2020
- NOTE: There will NOT be a Daily Update on Thursday, May 14 as the Executive Director, Donis Coronel, will be unavailable that day. The Daily Update will resume on Friday, May 15.
- AASD OFFICE CLOSURE
AASD will be sending out a Daily Update, Monday-Friday, throughout the school closure period. The Weekly Update will continue as usual on Thursdays with the typical news and information for AASD members. The AASD Office will remain closed during the period of time the schools/district are closed. AASD staff will be working remotely and can be reached at the contact information at the end of this Update.
AASD has created a Google Form for AASD Members to report issues, questions or concerns regarding work-related issues and the COVID-19 virus. Any issues, questions or concerns submitted via the Google form will be shared daily with the District. AASD will then share the answers to issues, questions or concerns submitted as those answers are received from the district. You may also share your gratitude for another AASD member, district personnel, etc. via the same link.

- Q and A (Wednesday, May 13, 2020) (Questions were submitted by AASD members; the answers are from the District. AASD publishes the answers as they are received from the District.)
Q -- Can you please give me more specific information regarding payment for a vice principal who is selected to manage summer school/ESY programs? I looked at Appendix C of the contract and I still don’t know how much I would be paid. Thanks!
A -- The contract language states:
6.00 SUMMER SESSION SERVICE
If the summer session exceeds the days in the work year, principals and/or vice principals may be called upon to cover the remaining days and will be paid for the hours worked each day in accordance with Section 7.04.
7.04 Pro-Rata Pay -- If a site administrator is engaged to work outside their normal work year, the salary for such work will be prorated on a daily basis. The base for prorating will be the annual salary to which the employee would otherwise be entitled as follows:
a. If the additional work is in the same job class and the full range of duties is performed, the base for prorating will be the employee’s regular annual salary divided by the number of scheduled workdays in their normal work year.
The amount of pay depends on the vice principal’s daily rate of pay which varies from person to person. If you need exact information, you may contact a Human Resources Analyst to assist. Rebecca Lee, Sam Scaife III or Jackie Bello.

- UPDATED INFORMATION ABOUT HAZARD PAY AND CALSTRS/CALPERS
AASD previously reported that the time and a half hazard pay is considered creditable compensation under CalPERS but not under CalSTRS. New information has come forward that the time and a half hazard pay has been deemed credible compensation under CalSTRS. Payroll has made the change to the payroll system in order to begin taking CalSTRS contributions on the May monthly payroll. Payroll will need to do adjustments for what has already been paid and that will occur as soon as possible on employee paychecks. Credible compensation can be complicated with the pension systems and Payroll apologizes for any confusion.
What this means is that any AASD member who is physically reporting to work and earning the hazard pay – the extra pay is counting towards your highest year of earnings with the retirement system regardless of whether you are a CalPERS or CalSTRS member.

AASD thanks Payroll Director, Sue Weir, for always responding to AASD inquiries timely and for her dedication and fairness in handling member issues. During this time of crisis and uncertainty, Sue has been accessible and available and AASD appreciates her. AASD also congratulates Sue on her upcoming retirement in July. She will be sorely missed.
- DISTRICT COMMUNICATIONS
The District provided the information below to Principals on May 12:
TRACKING PARTICIPATION THE WEEK OF MAY 18th
= As Friday, May 22nd is a Non-Instructional Day, teachers need to submit their weekly participation in PowerSchool by Thursday, May 21st at 5:00 pm
DEVICE EXCHANGE CENTERS AND HOURS
= Clairemont, Hoover, Lincoln and SD High are open from 9:00 am-4:00 pm as Device Exchange and Distribution Centers.
= Any district student or family member may go to the center closest to their house to receive a new device or exchange a broken device.
= As a reminder, we have developed a Device Special Delivery process for students in need.
= Information about ESY registration for all Educational Specialists and Parents went out on May 12.
IEP MEETINGS SIGNATURES AND CONSENT - clarification
= All IEP signatures and initials for consent should be documented virtually with /signature/ or /initials/.
= Actual signatures are NOT needed at any time (now or when we return).
= Once it is safe to return to campus, case managers (may be a new case manager) will print the page with the virtual signature and place it in the student’s container.
Elementary Updates – End-of-Year Procedures
= Guidelines to facilitate the return of textbooks/library books/instruments for 5th grade promoting students only have been developed. (Click here for guidelines.)
= Additional guidelines for yearbook distribution and picking up items for the other grade levels will be shared at a later date.
Secondary Updates -- End-of-Year Procedures
= Guidelines for end of the year procedures are now available:
- Collection of uniforms and equipment for Athletics and ROTC (Grades 9-11)
- Senior and 8th Grade collection and distribution
- Additional guidelines for yearbook and diploma distribution will be shared at
a later date.
RESPONDING TO RECORDS REQUESTS on site access days:
Reminder from Andra Greene, General Counsel
= We remain legally obligated to provide student records upon 45 days of a request. Lawyers for parents are encouraged to make requests via email, but are also continuing to send faxes.
= The extended timeline of 45 days allows us to wait until scheduled site access days for them to be provided.
= On your scheduled site access days, please check your email and fax machine for requests for student records, and collect/provide the requested records.
