  • AASD OFFICE CLOSURE 
    AASD will be sending out a Daily Update, Monday-Friday, throughout the school closure period.  The Weekly Update will continue as usual on Thursdays with the typical news and information for AASD members.  The AASD Office will remain closed during the period of time the schools/district are closed.  AASD staff will be working remotely and can be reached at the contact information at the end of this Update.

    AASD has created a Google Form for AASD Members to report issues, questions or concerns regarding work-related issues and the COVID-19 virus.  Any issues, questions or concerns submitted via the Google form will be shared daily with the District.  AASD will then share the answers to issues, questions or concerns submitted as those answers are received from the district.  You may also share your gratitude for another AASD member, district personnel, etc. via the same link.

  • FROM THE ASSOCIATION OF CALIFORNIA SCHOOL ADMINISTRATORS -- SENT OUT ON 6/15/20 – LEGISLATURE PASSES BUDGET; NEGOTIATIONS CONTINUE WITH THE GOVERNOR

    The Legislature passed the annual state budget — meeting the June 15 constitutional deadline — but disagreements persist between the lawmakers and Governor Gavin Newsom. The governor is not expected to sign today’s budget as negotiations push ahead.
     
    Legislative leaders and the governor have been negotiating the details of the Budget Act for weeks and it appears the two sides are close to reaching a deal. Listed below are some of the key agreements and differences between the legislative proposal and the governor’s May revision pertaining to K-12 education.
     
  • Areas of Agreement
    Much is dependent on the federal government acting quickly to pass another COVID relief package for California and other states. Should that occur, the governor and Legislature’s budget proposals are very similar.
    • Local Control Funding Formula – The LCFF would receive a 2.31% cost of living adjustment (COLA). 
    • K-12 Categorical Programs – All categorical programs, including Adult Education and Career Technical Education (CTE), would be fully funded.
    • Deferrals – A total of $5.3 billion in deferrals in fiscal years 2019-20 and 2020-21.
    • Pension Obligations – A reallocation of $2.3 billion in non-Proposition 98 funds to buy down CalSTRS and CalPERS school employers’ rates by about 2% over the next two fiscal years.
       
  • Areas of Disagreement
    If Congress fails to pass another COVID relief package, the governor and Legislature's proposals differ substantially. The following areas will need resolution before the final budget is adopted. In the absence of federal relief, the parties have proposed the following:
    • Cuts vs. Deferrals – The governor is proposing a 10% cut to the LCFF and a roughly 50% cut to most K-12 categorical programs. The Legislature’s package rejects the cuts and instead would defer an additional $4.6 billion in school funding in 2020-21. Under the Legislature’s plan, the LCFF would receive a 2.31% COLA and all K-12 categorical programs, including Adult Education and CTE, would be fully funded. 
    • Timing of Triggers – The governor’s trigger cuts would take effect July 1, while the Legislature provides the federal government until September 1 to act before additional deferrals are triggered.
    • Special Education – The governor is proposing augmenting base grant funding by $645 million, whereas the Legislature is proposing using $100 million of these funds for a high-cost, low-incidence pool. The Legislature also wants to retain the existing AB 602 distribution model, while the governor proposes replacing it with a formula based on a three-year rolling average of total ADA. 
    • Allocation of Federal Funds for Learning Loss – The governor is proposing allocating $2.9 billion in one-time federal funds only to districts that generate concentration grant funding. The Legislature is proposing allocating these funds to all districts in proportion to total LCFF funding.
    • ADA Hold Harmless – The Legislature is proposing an ADA hold harmless for LEAs for the 2020-21 school year. The governor’s May Revision did not include a hold harmless.   
    • Instructional Minutes – The Legislature’s proposal includes flexibility related to instructional minutes, while the governor’s package did not include any such flexibility.
       
  • After a budget deal is reached, the Legislature and Newsom’s administration will continue to work on budget implementation language. These details will be included in subsequent trailer bills.
     
    Until this process is completed, ACSA will continue to advocate for every dollar and flexibility needed to serve child and adult learners. We will update you as budget negotiations unfold.
