DAILY UPDATE #13 -- 4/1/2020

  • AASD Office Closure

AASD will be sending out a Daily Update, Monday-Friday, throughout the school closure period.  The AASD Office will remain closed during the period of time the schools/district are closed.  AASD staff will be working remotely and can be reached at the contact information at the end of this Update.

AASD has created a Google Form for AASD Members to report issues, questions or concerns regarding work-related issues and the COVID-19 virus.  Any issues, questions or concerns submitted via the Google form will be shared daily with the District.  AASD will then share the answers to issues, questions or concerns submitted as those answers are received from the district.

The link to share issues/questions/concerns is:

Please do not share this link outside of AASD membership (classified and certificated management/supervisors).  The link will be active until this crisis is over.  PLEASE CHECK THE DISTRICT’S WEBSITE TO ENSURE YOUR ISSUE/QUESTION/ CONCERN HAS NOT ALREADY BEEN ADDRESSED THERE.

  • Q and A (April 1, 2020)   (Questions were submitted by AASD members; the answers are from the District.  AASD publishes the answers as they are received from the District.)

Issues/Questions/Concerns Re:  Communication  (Please note that AASD values and supports our AASD-represented members in the District’s Communication Department.  The concerns below are in no way a reflection of the hard work and dedication coming out of that department.  The concerns regarding communication are systemic and must be resolved by Executive Leadership.)

Q -- Please send Principals a copy of news/press releases as they are released publicly. We are receiving information after the public receives it.
A -- In order to continually improve the way the District provides information during this unique time, the District has now created a distribution sequence for communications that provides that certificated and classified managers will receive information before it is shared with educators, staff, families, media and public.
Q -- Vice Principals did not receive the “Important Update from Superintendent Marten” email that was sent out to teachers and principals. First it was sent to Principals, then about fifteen minutes later was sent to teachers. It’s almost an hour later and I still haven’t received it. This lack of communication and consideration for Vice Principals is unacceptable.
A -- The District understands that there was an error in a communication update and that some administrators did not receive an update from the Superintendent, and we apologize. In order to continually improve the way the District provides information during this unique time, we have created a distribution sequence for communications that provides that certificated and classified managers will receive information before it is shared with educators, staff, families, media and public.
Q -- My concern is that principals were notified of the change to distance learning just a few minutes before teachers and the community. I had an email from a teacher about it before I had a chance to read the message to principals. This has left me unprepared to answer questions of our community.
A -- In order to continually improve the way the District provides information during this unique time, we have created a distribution sequence for communications that provides that certificated and classified managers will receive information before it is shared with educators, staff, families, media and public.
Q -- Communication - Is there a way where Supervisors and Managers to get on a Distribution list for e-mails regarding important updates from the Superintendent? Tonight, an e-mail was sent to some teachers and to families regarding Distance Learning. I did not receive this message (and I am a District Supervisor) and my manager also did not receive these messages.

Q -- Managers and directors (central office) did not get the announcement email today or basically anything. We just heard there is an admin meeting tomorrow (Mar 25) and no invite for at least a few central office managers (gen ed and SPED). We did not hear SPED timelines were going into effect April 27. District website says TK-12 and are not communicating preschool updates including gen ed and SPED. In general administrators should be told and consulted when things impact their departments. We found out after our staff members and the public. (AASD - Thank you for fielding these questions for us!)

Q -- SDUSD executive leadership once again released to the media the plan going forward before I heard. I had a teacher friend call me at 5:50 asking me what's going on and wanting clarification. I went to Facebook and see media release, check email and see email sent at 5:54. This is disrespectful. Parents and staff will want answers that I'm not clear about. Why didn't they wait until after our next Zoom meeting?
A -- In order to continually improve the way the District provides information during this unique time, we have created a distribution sequence for communications that provides that certificated and classified managers will receive information before it is shared with educators, staff, families, media and public.
Q -- Vice Principals are not getting any communication from district regarding online learning and other concerns.
Q -- As a district certificated program manager, I still have not received any notice from the superintendent’s office - nor an apology email as the classified management received - who should I contact to make sure I am on the email list- or did certificated PMs not receive the email?

    Issues/Questions/Concerns (Other):
Q  -- Workload: Managing of various teacher used platforms and ensuring student learning is taking place--Ensuring teachers are communicating, assigning and grading lessons Expectations of site administrator need to be made clear as well as what administrators should expect counselors, non-classroom teachers, and classified staff to do during distance learning. How will we work to ensure the Class of 2020 has everything they need to graduate on time? How will we ensure credits (first time and credit recovery) are earned? Since we are not offering summer school, what will be the options for high school students to recover graduation credits?
A -- Thank you for your feedback. This information was shared with executive leadership. More information will be forthcoming.

Q -- What role should vice principals take at this time. Should we be on the superintendent calls?
A -- Principals will share information with their vice principal(s) and staff at their site. If a vice principal has any questions, please contact your principal for more information and work together to determine how to best support each other and your site during this difficult time.

Q -- Will the district be providing PD to site leaders? How to we monitor and support teachers doing distance learning?
A -- Thank you for your feedback. This information was shared with executive leadership. More information will be forthcoming

Q -- I am concerned that I am receiving parent complaints from The Quality Assurance Office regarding school closures and promotions possibly being cancelled. I spent 2-hours having to call parents to close cases. Should principals have to be calling/explaining why there are school closures beyond our normal communications?
A -- Thank you for your feedback. This information was shared with executive leadership. More information will be forthcoming.

Q -- My area of work is asking for volunteers to help feed the students. I was also left with the impression that it is getting documented who is and who is not volunteering. I feel this will be used later in a negative light or held against anyone who chooses not to volunteer. The district’s answer will be they are not. How can his be determined?
A -- The District is compiling a volunteer list so that we will have contact information when additional help is needed. Employees are not required to volunteer, and employees will not be negatively impacted if they are unable or choose not to volunteer.

Q -- It has been suggested to me a couple of times that I can have some staff and myself come in and do some work in my area. This work is not essential or related to the current situation. I am told we are getting paid so it shouldn't matter. If I work when others in the same job class are not working can this be documented as day for a day or hour for hour to be used at a later time? It would also not be fair to staff in the other bargaining units if certain employees are asked/ forced to work while others are not and then they're not compensated. I do not want to put myself in a grievance situation.
A -- All regular monthly employees are being paid. Some classifications are coming to work for distribution of food or devices, and others that are able to work remotely should do so. All grievances are in abeyance and paused during this time.

Q -- Many questions with regards to the IEP information sent out yesterday. Who is our contact if we have questions. How do we do records review if we can’t access sites? My folks are refusing to now complete initials as they won’t have any standardized assessments to administer and determine eligibility. What happens if we can’t meet with the family ? What happens to due process cases? What happens to HIPPA requirements? When so much is also based on observation and working with peers how will this occur?
A -- Thank you for your feedback. This information was shared with executive leadership. More information will be forthcoming.

Q -- The Special Ed letter needs clarification. It sounds as though we need to rewrite every IEP so the hours & services match distance learning, then we have to rewrite them all again when we return to school. Over 25% of my students have an IEP. This is an unreasonable directive.
A -- Thank you for your feedback. This information was shared with executive leadership. More information will be forthcoming.

Q -- These are unusual and stressful times. We are trying to achieve the impossible, at a lightening pace. I am in awe of the school administrators coming to plate, serving their communities, at risk to themselves, just to ensure a transition. Working 24-7, handing out food, computer, consolation in ambiguous and times. All this while receiving contradictory and mixed messages. And yet we rise and meet the challenges of the day. And then what do I hear at the end of a meeting........."while they are at home they should be doing...... " As if they have being doing nothing. That exemplifies the upper management view of their leaders.
A -- Thank you for your feedback. This information was shared with executive leadership.
