- Q and A (Tuesday, April 7, 2020) (Questions were submitted by AASD members; the answers are from the District. AASD publishes the answers as they are received from the District.)
Q -- After participating on the call with district leadership on Friday, it is evident of all the restrictions and limitations we have with ensuring teachers are reaching our students. We were asked to have compassion and understanding for their needs. However, I do not feel the same is being afforded to principals. Our demands are to coordinate all the efforts between all parties (parents, teachers, area superintendent, action team lead folks, etc.) and have office hours. We have been blasted with emails all Spring Break and asked to attend a meeting on Friday during the break (voluntary but not voluntary if you want to be up to date with information). Feels overwhelming right now.
A -- (Answer provided by the District) Thank you for your feedback. This information will be shared with executive leadership.
Q -- I am concerned with not attending the optional principal meeting on Friday during Spring Break. I was strolling through Facebook and saw a posting from a district school with times, dates and location for device pickup. I haven’t even had the opportunity to send survey to my families, since it was sent out to us late on Friday, prior to Spring Break. How was this information communicated? I’m supposed to be on Spring Break but feel that we are not being held to this break; we all need a mental break and now unnecessary stress was added to my much needed break. How can we ensure that our time is respected and valued?
A – (Answer provided by the District) Thank you for your feedback. This information will be shared with executive leadership.
Q -- Once again Principals are tasked to do a tech survey with our community and now Executive Leadership notifies us they don’t need it? I spent the first weekend of Spring Break and throughout the Spring Break week monitoring, reaching out to families, having teachers reach out to families -- and now they aren’t going to use the information and it’s a moot point? How disrespectful can Executive Leadership be? Huge slap in the face to site administrators.
A – (Answer provided by the District) Thank you for your feedback. This information will be shared with executive leadership.
Q -- There was an MOU that went out this week which allowed CSEA members that worked last week providing support to the student laptop distribution to be paid overtime for all hours worked last week and on Saturday. I also worked the same hours and days. Am I also entitled to the same overtime pay?
A -- (Answer provided by AASD) AASD is in the process on negotiating impacts and effects of the school closures. The CSEA agreement allowed for any employee that is being required to physically report to a work site and/or be in contact with the public to be paid time and a half for all hours worked. AASD is in the process of negotiating for our members. Stay tuned for more information.
Q -- Please make sure that Principals and other staff receiving stipends for extra work continue to receive those stipends. Example: mentor principals, vice principals supervision stipend, etc.
A – (Answer provided by AASD). AASD is in the process of negotiating impacts and effects of the school closures. Continued payment for stipends will be addressed. Stay tuned for more information.
Q -- If the school year is extended for 5 weeks, please make sure the principals get 5 weeks of extra pay.
Q -- I don't recall any conversation with principals about the request to extend the school year by 5 weeks. What stakeholders were party of that conversation and when were we going to be consulted? I do understand the need to make up these 5 weeks of lost instruction, but how will we be able to process for the following school year?
A – (Answer provided by AASD) If there is any extension of the school year (work year), the parties will bargain impacts and effects and compensation for all AASD members assigned extra work days will be addressed.
Q -- My area superintendent asked me yesterday if I was in attendance on the Friday, April 3rd voluntary/optional meeting. The Area Superintendent said his/her assistant was taking attendance and didn't see me logged in. I was in attendance, however, this is not right. The meeting is either mandatory or voluntary. Where is the trust?
A – (Answer provided by AASD) This concern has been shared by AASD directly with the Chief of Staff for response.
Q -- Will AASD evaluations be placed on hold like SDEA members?
A – (Answer provided by AASD). AASD is in the process of negotiating impacts and effects of the school closures. Evaluations will be addressed. Stay tuned for more information.
Q – Question regarding ordering materials and supplies for next year. Deadlines haven't changed yet we as principals have received no instruction on who will be onsite to receive materials or any other information. I want to order materials but don't know how to proceed.
A – (Answer provided by the District) Materials ordered and delivered will default to our Distribution center at Cardinal Lane, and held there until school sites reopen.
Q – There has been no follow up with regard to the IEP guidelines that went out a few weeks back. It was said a final copy would be forthcoming and we still have nothing. When can we expect our repeated questions answered and when can we expect the final document for IEP’S?
A -- (Answer provided by the District) We are developing a training to go alongside the guidelines to provide clarity. This will be available for staff by the end of the week (April 10th).
Note – Many questions were submitted yesterday and today regarding the new Action Team Lead assigned to Principals.
A -- (Answer provided by AASD). Many questions/issues/concerns were expressed yesterday about the “Action Team Member” that has been assigned to each principal/school. Members shared concerns about taking direction from an SDEA member. AASD was notified by the District that the Action Team Members for the most part are central office resource teachers who have been temporarily reassigned (temporary out of class) as Instructional Coordinators. Therefore, in the TOC assignment, they are certificated managers. Any employee working in a TOC assignment (from one bargaining unit to another bargaining unit) is assigned the full range of duties of the TOC, but remains a member of the bargaining unit their regular position resides in. So the SDEA members working TOC as Instructional Coordinators (Action Team Leads) are assigned management duties and authority, but are not Members in Good Standing of AASD as they are not permitted to be as the position they “own” resides in the SDEA unit. Additionally, Principals shared concerns about being required to have daily check in meetings with the Action Team Lead. AASD’s response is that Principals must follow the direction of their Area Superintendent working in conjunction with the Action Team Lead. Also, AASD members inquired about the role of the Action Team Lead in the evaluation process. This will be discussed at Impacts and Effects Bargaining as well as other issues regarding the role of the Action Team Lead.
