DAILY UPDATE #18 -- 4/8/2020

  • AASD OFFICE CLOSURE

AASD will be sending out a Daily Update, Monday-Friday, throughout the school closure period.  The Weekly Update will continue as usual on Thursdays with the typical news and information for AASD members.  The AASD Office will remain closed during the period of time the schools/district are closed.  AASD staff will be working remotely and can be reached at the contact information at the end of this Update.

AASD has created a Google Form for AASD Members to report issues, questions or concerns regarding work-related issues and the COVID-19 virus.  Any issues, questions or concerns submitted via the Google form will be shared daily with the District.  AASD will then share the answers to issues, questions or concerns submitted as those answers are received from the district.

The link to share issues/questions/concerns is:
    https://docs.google.com/forms/d/e/1FAIpQLSeVSsqBQSHboCdgqbnpaucUY--DHKjosG8MAmRuCxawzB4blg/viewform?usp=sf_link

Please do not share this link outside of AASD membership (classified and certificated management/supervisors).  The link will be active until this crisis is over.  PLEASE CHECK THE DISTRICT’S WEBSITE TO ENSURE YOUR ISSUE/QUESTION/ CONCERN HAS NOT ALREADY BEEN ADDRESSED THERE.

NOTE:  All previous AASD Daily Updates and Weekly Updates are located on the AASD Website www.aasdcs.org if you need to refer back to them for information.

  • Q and A (Wednesday, April 8, 2020)   (Questions were submitted by AASD members; the answers are from the District.  AASD publishes the answers as they are received from the District.)

Q – Where can we get a running total of all questions and answers?
A – (Answer provided by AASD) There is no running document of all questions and answers.  All of the previous Daily Updates are published on the AASD website
www.aasdcs.org under "News" and the questions and answers are published daily.

Q -- After the fiscal year is over will we continue to receive our monthly pay?
A – (Answer provided by AASD)  Presumably so.  However, any negotiated agreement expires on June 30, 2020 or whenever the school closures end, whichever is sooner.  We are sorry for the ambiguous answer but at this time, that is the answer we can give.

Q -- I am getting asked about taking vacation during the school closures.   Why would I take vacation?
A – (Answer provided by AASD)  If any AASD member is being asked by their supervisor to take vacation, unless there is some reason they would want to take vacation and not be available to work remotely or be assigned to a physical site, they should immediately contact the AASD Executive Director for assistance.

Q -- Will PPI days be lost if not used? Can a temporary increase in the amount used be negotiated?
A – (Answer provided by AASD)  AASD is in the process of negotiating impacts and effects of the school closures.  This is part of our negotiations.  Once an agreement is reached, we will share the information with our members.

Q -- If I start my day from home and then need to leave my home for personal reasons, do I need to submit personal business, personal necessity, or sick leave for a partial day?

A – (Answer provided by AASD).  It depends.  If you are a certificated employee, the answer is NO.  You have language in your contract that covers partial day absence.  If you are not available for a portion of your day, then a notification is made to your supervisor that you are not available to work remotely and you are taking partial day absence leave which is not charged to any particular type of leave.  If you are a classified manager or a classified supervisor and are exempt (not eligible for overtime at time and a half or only eligible for straight time overtime – denoted in the contract by no asterisk or a single asterisk next to job title) you have language in your contract that covers partial day absence.  If you are not available for a portion of your day, then a notification is made to your supervisor that you are not available to work remotely and you are taking partial day absence leave which is not charged to any particular type of leave.  If you are a classified supervisor who is non-exempt (eligible for overtime at the time and a half rate of pay), and if you are not available for a portion of any day where you are assigned remote work or physically required to report to work, then you would need to take an appropriate leave for the portion of the day you are unable to work your assigned work.

  • AASD BARGAINING
AASD is currently in the process of bargaining impacts and effects of the school closures due to COVID-19.  As soon as an agreement is reached, we will share it with all members.

  • SPECIAL GRATITUDE
AASD thanks executive leaders Jessica Falk-Michelli (Labor Relations) and Acacia Thede (Human Resources) for being available when needed and for responding to AASD inquiries/concerns in a timely manner.  Your support is appreciated!

Alexis Conerty, Principal, Florence Elementary thanks the AASD Crew (Donis Coronel, Linda Crout-Hamel and Jim Costello) for providing a venue for AASD members to ask questions and for being available to members, and states that the Daily Update is very helpful.

  • DISTRICT COMMUNICATIONS
Memorandum of Understanding (MOU) with CSEA for the OTBS, OSS and PARA units.  Please see attached MOU

The following communications were sent to Principals on April 7.  Please understand that some of the links are not accessible to those without specific permissions to view the Google doc.

    ACTION TEAM LEADERS
You are not alone as you launch Distance Learning for your school site and we are willing to roll up our sleeves to help you. We recognize that this is an enormous task and in order to be successful, we have developed a  strong system of communication and a network of support. We have designed a streamlined process in which a team of district administrators referred to as Action Team Leaders (ATLs) will check in with you daily to hear your concerns, help you resolve them and elevate them to the Executive Team when necessary. They will also collect and share best practices from the field to build our collective capacity. It’s our goal that all educators and all students have a device and connectivity to participate in Distance Learning. ATLs are ready to help you accomplish this goal. We are all here to support you and we are dedicated to learning from and with you.

    ACCESS TO SITES
  • There have been questions regarding Staff Access to sites as written in the MOU with SDEA that allows staff access to sites for at least 1 hour a month with a weeks notice to collect any needed materials.
  • The process for “Access” is being developed centrally and will be sent to you later this week and follow a similar process we used on March 27th with a few updates.
  • These “Access” dates will be determined centrally for the entire district.
  • Schools should NOT design access dates individually.

    PRINCIPAL COMMUNICATION ON SENSITIVE ISSUES

As we launch Distance Learning it will be critical for principals to stay abreast of any issues that come up, specifically related to parent concerns regarding their child’s experience with Distance Learning. We ask that principals continue to monitor your emails daily and personally reach out to parents who have concerns. We recommend that you first try to contact the parent by phone.

    DEVICE DISTRIBUTION

Please send out a communication to your families reminding them of their device pick-up day two days in advance of their scheduled day.

    HIGH SCHOOL UPDATES

Important updates for the Class of 2020, Athletics, and Student Activities can be found on the new HS Guidelines & Procedures During School Closures link (accessible to Principals).  This document will be updated regularly.
