DAILY UPDATE #19 -- 4/9/2020
 

  • AASD OFFICE CLOSURE 

    AASD will be sending out a Daily Update, Monday-Friday, throughout the school closure period.  The Weekly Update will continue as usual on Thursdays with the typical news and information for AASD members.  The AASD Office will remain closed during the period of time the schools/district are closed.  AASD staff will be working remotely and can be reached at the contact information at the end of this Update.

    AASD has created a Google Form for AASD Members to report issues, questions or concerns regarding work-related issues and the COVID-19 virus.  Any issues, questions or concerns submitted via the Google form will be shared daily with the District.  AASD will then share the answers to issues, questions or concerns submitted as those answers are received from the district.

  • Q and A (Thursday, April 9, 2020)   (Questions were submitted by AASD members; the answers are from the District.  AASD publishes the answers as they are received from the District.)
     
    Q -- If I start my day from home and I am called in do I get mileage to my first site or work location?
    A – (Answer provided by the District.)  No. The mileage rules are still in place. Employees do not get mileage from home to their first worksite.
     
    Q -- Will there be a tech support hotline for parents to access during distance learning? I am concerned that teachers will be distracted and overwhelmed with emails regarding any tech issues.

    Q -- My Special Education team is making preparations for holding virtual IEPs. If we have questions we need answered by the SPED department, who supports us as the Program Managers are now Action Team Leaders?
    A – (Answer provided by the District)  We are developing a training to provide guidance to IEP teams about IEP meetings. Meetings should not be held until members have viewed this training. Please email Sarah Ott regarding questions about IEP meetings.
     
    Q -- I'm wondering as a BSS III how we're supposed to stay home per the governor's order but the district is having students congregate to receive devices? The potential to spread disease is incredible. Not to mention the burden on IT and our network infrastructure. It's really not making any sense to put the entire county at risk for a few weeks of online classes. The distribution of devices would take a minimum of one week to hand them all out "safely" and would expose thousands to potential illness. Furthermore, what's the plan when devices fail or don't work properly? It would make the most sense and have the least impact on everyone if they would simply create classes watchable on TV or YouTube.

    Q -- I've sent the tech survey for staff only to teachers. The directions spoke of the need for staff to facilitate distance learning, therefore I sent it only to certificated. Some principals sent it to all staff. Can future instructions be very explicit about who needs to receive the types of communication sent? Can I resend it to classified as the timeline has passed?

    Q -- With principals not being able to monitor what teachers are doing we are going to see an increase in parent complaints. This teacher is doing this vs. that teacher- what are you going to do about it- type questions. Am I referring folks back to QAO? Is QAO going to suspend any inquiries about this type of thing? What are these action teams going to actually be monitoring and supporting? Seems like a big brother type of thing making sure we are doing our work but yet we can’t monitor what our teachers are doing.

    Q -- In the recent updates we have been directed to respond to complaints from parents and call them. While it is our job to respond to parent complaints whether it’s the district’s policy or ours, calling them and not using email is a workload issue and I will not use my private phone and minutes etc. to call every parent that complains. Why are we being told to call and not email? Had principals been brought alongside executive leadership and not an afterthought every single day we could avoid a lot of this. We have bigger issues than the method in which we use to communicate to parents. Can you imagine a high school principal having to call very parent who complains. I’m having an issue with this even at my level and I also have parents that complain multiple times a day about one teacher. Can we get a template response to the “I don’t like anything” emails we will be getting.

    Q –  School nurses received communication regarding returning student medication...and within the email (that was sent out on Monday night) they specifically call out for nurses to work with BSS/POS and/or principals to determine when sites will be open this month. However, we have not received any guidance about when/how to open our sites up.

    Q -- Already got emails from parents that the devices they got were broken, missing keys, just in poor condition. I thought we were ensuring these were each cleaned and prepared prior to distribution. How are these computers still given to families? Are these being inventoried before going out? Will it be recorded that a family is getting damaged property so they don’t get stuck when they are returned?

    Q -- I heard there is discussion about taking attendance every day for students. How will this be managed if teachers aren’t being monitored and kids aren’t required to be taking their classes?

    Q -  It is a problem when Principals aren’t allowed to meet with our teachers or direct them or see their classes but then are directed to meet with the Action Team Member daily. What possibly is there to report to an Action Team Member everyday ......and if I have nothing to say to the Action Team....will I be disciplined? Once a week office hours with the area superintendent is enough.

    Q --  It seems like between our twice a week office hours with the area superintendent and a required daily check in with our action team leader that we are being monitored much closer than the teachers. This is an unmanageable expectation. If we are limited on what we can require teachers to do why are we being micro managed and forced to participate in meetings I don’t need.

    Q – I have serious concerns with the "Action Team Support Staff." I was asked questions that other principals were not asked today such as "How am I accounting for students 'logging on today (April 6)?' and "How many teachers are enrolling in the optional PD?" Other principals from DIFFERENT AREAS were NOT asked these types of questions. There is no consistency between Areas and expectations from Area Supts. The "Action Team Support Staff" is actually putting more tasks on my plate than removing them. How about the Action Team Support staff figure out which teachers are taking the optional PD? Will what the Action Team Support Staff report to Area Superintendent have an impact on my evaluation?

    Q -- Action Team Members assigned to Principals - My assigned action team member is now requiring me to have daily meetings with them. This is not a support and feels very much like "Big Brother" is watching over my work as the action team member must report my actions to my area superintendent each day. I don't always have time to meet with this person everyday and my person is an SDEA member so it feels very inappropriate that a subordinate is reporting my work to my supervisor.

    Q -- Having to check in with the Action Team Leader everyday is excessive. We already have office hours with our Area Superintendent 2 days a week - which are a good way of connecting with district management. If the ATL needs to collect data, we can do that ourselves on a google doc. Maybe we just check in with our ATL once a week or on an as-needed basis?

    Q -- I am/we are being asked by team action leads to report on the following data on a daily basis: How many students logged on today? How many students are unaccounted for? How many staff have connected with students? How many staff still need devices? The first three questions - how do we collect this data if we cannot ask teachers to do things - only make requests? Also, how else can we collect this data?

    Q –  We have to meet DAILY with our Action Team Leaders (ATLs) and provide data on the number of students who've logged on, the number of students who need devices and the number of students unaccounted for. I've spent the 30+ hours collecting this information (I was already collecting most of it), and we have to provide it on a daily basis. I understand needing to account for students and figuring out attendance taking, but we were given this task at 6pm-ish today and needed to provide it to our ATL before 8am tomorrow. This is unrealistic.

    Q -- Action Team Leaders have been tasked by Area Superintendents with requesting data from Principals that could easily be obtained centrally by Area Superintendents. For example, number of teachers attending PD, number of paras attending PD, number of families requesting devices. The first two data points could be collected by asking Ed Tech to run a report out of ERO containing the names of staff members have signed up for training. The third request is redundant. Principals have already been requested to submit this information to Area Sups via a survey due April 8th. Asking Principals to spend resources collecting data that has already been collected by Area Superintendents is a work load violation, a waste of time and energy, and demeaning. This concern has been shared with Action Team Leaders, who still continue to request the data types. Asking each site to individually contact Ed Tech to obtain their roster of staff members signing up for PD is an inefficient model and not fair to the staff in the Ed Tech Department. Area Superintendents are not being thoughtful regarding the tasks they are assigning Principals.

    Q --  Action Team Leader (ATL) - It is NOT necessary to "meet" with them everyday. If our Area Superintendents need data from principals, we can submit that via a google doc. It is not good use of our time to have to have to dedicate a part of our day to check-in with someone.

    Q – If teachers are being given the directive to be mindful of screen time, balance of work with kids and caring for their own homes, then how are we not valued in the same way? I’m being asked to be in too many places at once and I’ve got my kids, my parents, etc. to care for. Why aren’t we being given the same consideration?

    In yesterday's Daily Update #18, AASD provided an answer to the following question:
    Q -- If I start my day from home and then need to leave my home for personal reasons, do I need to submit personal business, personal necessity, or sick leave for a partial day? 
    Thank you to AASD Member in Good Standing, Steve Ditto, PPO, for clearing up misinformation provided in the AASD response.  Please see the correct response below.  There has been a change in timekeeping practice.  AASD apologizes for any confusion.
     
    Response From Steve Ditto:  Hello - Just reading AASD update and it seems on first read that the answer on partial day absences contradicts guidance from Sue Weir to timekeepers that indicated (if I understood it correctly) that timekeepers were not to report any partial day absences. This applied to all full-time employees. I will paste the particular section below and can forward the email in it's entirety if needed. ... Partial day absences, meaning those that are not for the full day of any regularly scheduled work day (FTE determines full day), will be suspended effective March 16, 2020. That includes the suspension of 2-hour personal business. Timekeepers should only report full-day absences and employees who request leave will be unavailable for the full day. Leave types include vacation, PPI, personal necessity and personal business. Employees who need to be away for any part of a day will not be required to use any leave balances and nothing needs to be reported in Time and Labor. This is very different from our current way of operating of course, but due to the changes in how we are working, the work is now much more task oriented from day-to-day. Payroll will monitor Time and Labor transactions and will be removing any partial day absences that get reported from the payroll.

     
  • AASD BARGAINING
    AASD is currently in the process of bargaining impacts and effects of the school closures due to COVID-19.  As soon as an agreement is reached, we will share it with all members. 

     
  • SPECIAL GRATITUDE
    An AASD Member in Good Standing recognizes AASD Member Kim Shapazian, Program Manager, Special Education, who is working very hard behind the scenes and always with a sense of humor.

  • DISTRICT COMMUNICATIONS
    COVID-19 can bring unexpected life changes for our employees, families and students, changes in routines and lifestyles. Having healthy ways to cope with these changes can provide employees, students, families and our school communities with opportunities to gain self-control and an increased sense of personal empowerment.

    ACCESS TO SITES 
    In order to support our educators in providing optimal Distance Learning, they may need materials that are currently on campus and may need additional materials as Distance Learning moves forward. We have developed a process to include health and safety guidelines for site access and a recommended schedule (attached).
     
    PARAEDUCATORS
    Our paraprofessionals play an integral role in supporting student instruction. As we engage in Distance Learning, we have outlined their responsibilities and support in the attached document.  Additional information on training will be sent to paraeducators soon.
