DAILY UPDATE #21 -- 4/13/2020
- AASD OFFICE CLOSURE
AASD will be sending out a Daily Update, Monday-Friday, throughout the school closure period. The Weekly Update will continue as usual on Thursdays with the typical news and information for AASD members. The AASD Office will remain closed during the period of time the schools/district are closed. AASD staff will be working remotely and can be reached at the contact information at the end of this Update.
AASD has created a Google Form for AASD Members to report issues, questions or concerns regarding work-related issues and the COVID-19 virus. Any issues, questions or concerns submitted via the Google form will be shared daily with the District. AASD will then share the answers to issues, questions or concerns submitted as those answers are received from the district. You may also share your gratitude for another AASD member, district personnel, etc. via the same link.

- AASD AND THE DISTRICT REACH AGREEMENT REGARDING IMPACTS AND EFFECTS OF COVID-19
On Friday, April 10, AASD and the District reached tentative agreement on a Memorandum of Understanding (MOU) for both the certificated and classified AASD units. Please take the time to read through both MOU’s so you have an understanding of the agreement. AASD has also prepared a short informational sheet explaining the details of both MOU’s. Note that there are provisions negotiated for those who have more than eight PPI days on the books right now (and will lose them on June 30 as there is not an opportunity to use them). See attached MOU’s and details of the MOU. AASD suggests that all AASD-represented employees check with their timekeeper sometime between now and mid-June so you know how many PPI days you have on the books. AASD suggests that you keep your own records of PPI days carried over, added, used, etc. As our certificated members will note in the MOU, there are additional PPI days for site administrators and year round administrators. It would be best to start with your current balance and then keep your own records of additions and usage.

Q -- I saw in the MOU that we are getting time and a half for the return to site days. How is this getting distributed? As separate check or in our monthly?
A -- Details of how the time and a half will be paid are being worked out. Once information is available, AASD will share it.
Q -- Some clarification on the MOU - Are the employees who are working during the closure, receiving their regular salaries PLUS time and a half or time and a half including their regular salary? Just for clarification please.
A – Any AASD represented employee who is assigned work at a physical site (example: school police personnel; food services staff who are working in the kitchens or at Revere Center or at the distribution centers; IT staff or others working distributing devices; school site staff such as the Principal, Vice Principals, other site manager, BSS III or POS who are returning to the school site once a month so teachers may retrieve teaching materials; BSSIII or POS who are working at adult sites such as Ed Center or IMC; etc.) will receive time and a half pay when they are physically reporting to the site. That means they are receiving their regular salary and then ½ of their salary on top of that. (Not their regular salary PLUS time and a half on top of that.)

Q: From a BSS III -- The District needs to send out list of sites who they are collecting devices for students. Absolutely no notification to BSS's/POS's or at least me. Monday got phone call people taking devices. Almost called police as did construction people on site. Then today, 2 days later, I was asked to leave an elevator key on the office counterparts to be used. Absolutely disgraceful ...2 days too late and put district workers in a bad position having police officers arrive on site. Anyone who has had this happen to them being on a school site when they are not supposed to be, the officers may have had their guns out. This has happened before. If list is out there make sure BSS's/POS's get it as well so if we get called we have an answer and don't spend time having no one answer for hours or not at all. I almost drove to site myself.

Q – Grateful that my principal shares e-mail communications with me, but instructional coordinators that are assigned to a school site (not assigned to central office) aren't receiving vice principal emails or central office emails. I don't think we are assigned to a distribution list. Can we please be added?

Q -- Regarding the Principal Meeting April 3: Re: Distribution of Devices & Screen Time / May we have common principal communication (or talking points) to families and teachers?

Q -- EMPLOYEE EQUITY FOR ACCESS & PRINCIPAL WORKLOAD - How will clerical staff get computers they need in order to do any work from home? School Clerk and ESA have limited access, other than personal cell phone, for any technology at home. This means the principal is updating parent contacts in PowerSchool one by one, over 50 contacts this past week in conjunction with the parent technology survey. The principal also is the only one with access to do any work related to budget, ordering, employee payroll issues, or anything with HR, because classified staff are not equipped to do their job duties from home so I spent many hours of what was supposed to be spring break doing fulfilling those responsibilities.

(Additional answer provided by AASD) Regarding working during Spring Break – the recent MOU provides for additional PPI days in recognition of certificated school site managers (principals, vice principals, etc.) working over Spring Break.
Q – Our Superintendent needs to send a message to all parents about what they can expect from a distance learning model. All of my teachers have been working very hard, and more than half began distance teaching/learning on March 16th. This is not a lazy group. I'm being told that as they share the distance learning schedule, parents are "screaming" (virtually) at the teachers because it's not 6 1/2 hours of instruction per day. This message needs to come from the top so all parents receive the same message and our teachers aren't being yelled at by parents. My teachers have been working their tails off and they don't deserve this.

Q -- I do have a concern about the amount of time people are spending on computers – especially those of us not used to being on a computer all day. I know personally I have experienced a number of headaches, and stress in the back of my neck, that resulted in a neck strain lasting for over a week. If we are not used to being on computers for long periods of time it’s going to have ergonomic and other health issues popping up. This does need to be considered. I do not want people going out on stress leave and/or medical leave because of these types of injuries. Just wanted to make sure everyone was aware of that.
Q -- Too much electronic time is being expected of me. Starting to get eye strain and headaches. My health cannot take a back seat.
Q -- I’m spending way more time in front of my screen and on my phone every day/evening. I’m getting emails at 11:00 at night and then an early morning email (7:00 AM) asking if I had done the work from the late night email. That is well beyond the call of duty to expect I’m doing something between those hours or even assuming I have had a chance to read that 11:00 email. I’m not going to start putting my sleep and health on the line to do this work. What can be done with this?

(Additional answer provided by AASD) On Friday, AASD contacted the VEBA Resource Center (VRC) about these concerns. VRC was very responsive and they are working on providing some videos and other information on how to make a home office more ergonomic and short exercises that can help with extended computer usage. AASD will publish these as soon as we receive them from the VRC.
Q – Do you know if the Board of Education will be keeping the schedule? The April 14th meeting is still posted. Wondering how they intend to keep meeting and keep things moving.
A -- (Answer provided by the District) Yes. Board of Education meetings will be conducted via Zoom Webinar and will be livestreamed. Q -- I keep getting told in calls, zooms and emails that I need 100% daily participation rates from teachers and kids. While it’s a nice idea in theory, I cannot expect that from my students especially in light of circumstances. Yet, I’m being monitored on it daily and being asked for “my counts” every day. I think it’s unrealistic to ask for this as I am now directing my teacher flex time collecting this. I can see something weekly, but every day is excessive and unrealistic.

Q -- There is too much expectation of me to be in front of my phone or screen at all hours of the day - some well into the evening. I don’t mind supporting my teachers as they work through things but I should not be expected to be doing this daily and regularly for the district through this.

Q -- There is all of this talk of taking care of ourselves and families during this but there’s also the expectation that we are at the district's beckon. How are we supposed to manage what’s happening in our own home while working if more is being expected of us than our teachers and kids. I can’t do it all. Elementary schools don’t have VP’s or large support staff to help support which means we are really doing this by ourselves. I’m overwhelmed and feel disrespected by district management (again).

Q -- I feel my workload has increased immensely since this began and I don’t feel this is sustainable throughout the upcoming months. I can already feel burnout (working through spring break) and no time to rest or care for my family. Once again, principals are being discarded as the district caters to SDEA and their needs. We say the same things over and over to district leadership and they don’t change their actions or response.

Q -- We need to be able to create some parameters of being contacted by district leadership. Now that they know I’m home it feels like they have license to contact me at all hours and times. We need to have boundaries. If teachers get them why aren’t we being given the same respect?

Q -- Please make sure that executive leadership knows that having an Action Team Leader is not a support for principals. It makes our job harder.

Q -- All of the Action Team Leaders are saying and doing different things. Some are asking for things that others are not. They have conflicting messages. The directions should come from Area Superintendents and the Action Team Leaders can support that vision or work. Not add to my plate and confuse us. Do they think we don’t talk to one another? One message and one expectation. This becomes a major workload issue if we are all working on different things.

Q -- I thought teachers attending PD was voluntary. Why am I being asked to ensure that 100% of my teachers and staff are taking training? Their MOU with SDEA states otherwise. Shouldn’t have been bargained if the district is going to ask us otherwise.

- DISTRICT COMMUNICATIONS
The following communications were sent to Principals on Friday, 4/10/20.
Our collective effort is to ensure that all of our students and educators are prepared for Distance Learning (with device & connectivity).
To date:
= 14,643 students picked up a device at the Student Device Distribution Centers.
= 3,699 educators have engaged in self-paced videos and live sessions offered by our Instructional Technology Department & teacher leaders.
DEVICE HARVESTING
= Based on our current numbers, we anticipate we need more student devices than planned. To be proactive, replenishing student device inventory at the distribution centers is now a top priority.
= Teams will begin ‘harvesting’ more devices from classrooms starting Friday, 4/10/20, to restock our distribution centers at Angier, Bay Park, Chesterton, Grant K-8, Hancock, Kumeyaay, Longfellow K-8, Miller, Montgomery, Tierrasanta and Vista Grande.
= The IMC is our central supply hub to restock the seven distribution centers. Depending on the ongoing demand, more schools may be considered for additional devices.
DISTANCE LEARNING GUIDELINES FOR SPECIAL EDUCATION EDUCATORS
= The Special Education Division has created Distance Learning Guidelines to support teams working with Students with Disabilities. Communications will email this information to all Educators
= A training video, PowerPoint, FAQ, parent information, the final Distance Learning Guidelines and other resources are now available. All IEP team members should review the material before holding IEP meetings. *Please note this replaces the IEP meeting guidelines that were previously sent out.
