DAILY UPDATE #30 -- 4/24/2020
 

  • AASD OFFICE CLOSURE 

    AASD will be sending out a Daily Update, Monday-Friday, throughout the school closure period.  The Weekly Update will continue as usual on Thursdays with the typical news and information for AASD members.  The AASD Office will remain closed during the period of time the schools/district are closed.  AASD staff will be working remotely and can be reached at the contact information at the end of this Update.

    AASD has created a Google Form for AASD Members to report issues, questions or concerns regarding work-related issues and the COVID-19 virus.  Any issues, questions or concerns submitted via the Google form will be shared daily with the District.  AASD will then share the answers to issues, questions or concerns submitted as those answers are received from the district.  You may also share your gratitude for another AASD member, district personnel, etc. via the same link.

  • Q and A (Friday, April 24, 2020)   (Questions were submitted by AASD members; the answers are from the District.  AASD publishes the answers as they are received from the District.)

    AASD Members – Please continue to use the Google link to send your feedback and questions to AASD.  Your submissions are very important and are shared with the District officials exactly as written.  As leaders, even when frustrated or upset, please submit your feedback in a professional manner.  We want to be able to share your feedback exactly as written.  Much appreciated!
     
    Q --  My paraeducators are saying they got removed from various trainings because the district needed the space for teachers. How are we going to ensure they get trained? I shouldn’t be getting a report that punishes me and them for not getting training if they are being removed.
    A – The Paraeducator Professional Development website was just launched and includes tools, resources and learning opportunities specifically tailored to engage our Paraeducators in supporting Distance Learning.  This information was sent centrally to Paraeducators.  The link to the "Distance Learning Professional Development and Resources" can be found on the district website under the Staff Portal.

     
    Q --  We have been asking for district communication regarding the attendance, grading, etc. to be sent to families. We are a few days away from the hard launch and we still have nothing. This should absolutely NOT be left for each site to do as we want consistency and clarity in the message and expectations. This should be district worded. Otherwise there will be glaring differences amongst schools. When can we finally expect it?!

    Q --  Are we going to get any definitive information or guidelines about how long children should be in front of screens? There are strict guidelines for adults but the children have been left out of the equation. Are there minimums? Are there maximums? I’ve heard some kids are on for 4-7 hours a day doing expected work load and zooms. I’ve heard of kids having once a week screen time. There must be some clear communication on this.

    Q -- Why are the high schools being allowed to have varying schedules? I thought that there was a strongly encouraged method to how things should be considered and scheduled so that we don’t overload kids, step on toes, etc.

    AASD received a number of concerns yesterday about the All Hands on Desk report sent to Principals.  The following message was sent today from the Area Superintendents to all Principals to address the concerns.
     
    From the Area Superintendents:
    ALL HANDS ON DECKOur team wants you to know that we are here to support you and we understand that some of you did not find the “All Hands on Deck” reports that we created to be helpful. We understand it came at the last minute and know that many of you already developed a comprehensive system to account for each and every one of your students. Our goal was to provide you with an additional data point to use as a support in order to leverage district resources. In our effort to move quickly, we neglected to take the time to message this in a way that was supportive to all.  It has been difficult for all of us in this rapidly changing environment as we work together to engage all of our students in Distance Learning.  Thank you for your patience and grace with us, with each other, and with yourself.  We are here for you.

  • FROM THE ASSOCIATION OF CALIFORNIA SCHOOL ADMINISTRATORS (ACSA)
     
    The governor announced the highly anticipated Executive Order N-56-20 regarding the Local Control and Accountability Plan.  The administration acknowledged the challenges Local Education Agencies are facing due to the COVID-19 pandemic and recognizes LEAs need the flexibility to continue focusing on the issues at hand while still providing transparency to their communities.  
     
    The governor announced that the deadline for adopting the current year LCAP is extended until December 15, 2020 on the condition that the governing board of an LEA adopts a written report to the community that explains the changes to program offerings that have been made in response to COVID-19 school closures. The conditional report, based on a form developed by the California Department of Education, is intended to include a description on how LEAs are meeting the needs of unduplicated students and the steps they are taking to:
    • Continue delivering high-quality distance learning;
    • Providing school meals; and
    • Arranging for the supervision of students during school hours.
    The report must be adopted during the same meeting at which the governing board or body of the LEA adopts the annual budget due July 1, 2020.
     
    Additional waivers to assist in the simplification of the LCAP process includes:
    • Removing the requirement that approval of the budget must include the adoption of the LCAP;
    • Suspending the requirement for data that is to be publicly reported for the Dashboard in conjunction with the adoption of the LCAP.  
    Furthermore, the EO waives the Physical Education instructional minutes and annual physical fitness tests and intends to partner with the Legislature to address the Dashboard in the near future.  
     
    The governor’s office has assured us that the conditional report is not intended to evaluate LEAs.  Instead, it is an effort to understand what actions the district has taken and the dollars expended to address the issues related to these priorities. It is also the intent of the governor’s office that the report should be brief and ACSA will work with the CDE to ensure the form developed meets this objective.
