DAILY UPDATE #57 -- 6/08/2020

  • AASD OFFICE CLOSURE
AASD will be sending out a Daily Update, Monday-Friday, throughout the school closure period.  The Weekly Update will continue as usual on Thursdays with the typical news and information for AASD members.  The AASD Office will remain closed during the period of time the schools/district are closed.  AASD staff will be working remotely and can be reached at the contact information at the end of this Update.

AASD has created a Google Form for AASD Members to report issues, questions or concerns regarding work-related issues and the COVID-19 virus.  Any issues, questions or concerns submitted via the Google form will be shared daily with the District.  AASD will then share the answers to issues, questions or concerns submitted as those answers are received from the district.  You may also share your gratitude for another AASD member, district personnel, etc. via the same link.

  • Q and A (Monday, June 8, 2020)   (Questions were submitted by AASD members; the answers are from the District.  AASD publishes the answers as they are received from the District.)

Q -- How will AASD protect us if we are physically forced to return to school sites when it doesn’t match our beliefs or our family health priorities? Some of us have fragile children, live with elderly people, immunocompromised spouses. I can’t imagine putting their lives at risk because we go back too early and something happens.
A – (Answer provided by AASD)  Thank you for your questions.  AASD understands and knows we (as well as other unions) will have members in various situations whose health may be compromised by a return to school.  The Board of Education will be making decisions at the June 16 meeting at then once AASD knows what the plan is – we have the right to bargain impacts and effects of the decision.  More information will be forthcoming.

Q -- Will AASD be negotiating an extension to the MOU with hazard pay for classified members that have to visit District sites throughout the Summer?
A --  (Answer provided by AASD)  The current MOU expires on June 30.  There is language in the MOU that states that the MOU may be extended with the approval of the District and AASD.  Those discussions will commence shortly.  More information will be forthcoming.

  • FROM THE ASSOCIATION OF CALIFORNIA SCHOOL ADMINISTRATORS (ACSA) – STATE RELEASES GUIDANCE ON REOPENING SCHOOLS

In anticipation of schools reopening this fall, the California Department of Public Health and California Department of Education announced new information Saturday to help districts safely resume in-person instruction. The guidelines announced by CDPH are recommendations and considerations, rather than mandates on individual Local Education Agencies. While the guidance provides general parameters for schools to follow, most of the specific decisions will fall to education leaders contingent upon the adherence to local public health provisions.

The CDPH guidance was released Friday afternoon, while the CDE guidance will be available today along with a webinar hosted by the Superintendent of Public Instruction.

10 Key Considerations for Reopening, According to the California Department of Public Health Department
    The
CDPH’s "COVID-19 Industry Guidance" offers ten areas that schools should consider on a site-by-site basis in coordination with local public health offices. The CDPH emphasized the relevance of “local public health conditions” when schools decide, in collaboration with their local health officials, whether to reopen and what safety measures to implement. Below is an outline of key highlights documented in the guidance.
    Face Coverings
    • All school staff should use cloth face coverings.
    • Encourage students to wear cloth face coverings, especially in circumstances where physical distancing cannot be ensured.
    Physical Distancing
    • Establish separation of students, e.g., six feet between desks, partitions between desks, markings on classroom floors to promote distancing, or arranging desks in a way that minimizes face-to-face contact.
    • Limit gatherings, events and extracurricular activities to those that can maintain physical distancing and support proper hand hygiene. Additional guidance on sports and extracurricular activities is forthcoming.
    Health Screenings
    • Conduct visual wellness checks of all students upon arrival and take students’ temperature with a no-touch thermometer upon entering the school site.
    Cleaning, Disinfection, and Ventilation
    • Establish a cleaning and disinfecting schedule so that staff can clean and disinfect frequently touched surfaces within the school and school buses at least daily and/or as practicable frequently throughout the day by trained custodial staff.
    • Limit the use of sharable objects and equipment, including playground equipment.

Superintendent of Public Instruction Tony Thurmond also announced plans to provide guidance on reopening school campuses. Today, the CDE hosted an invitation only webinar to walk through its forthcoming guidance outlining additional recommendations for district leaders.

The superintendent highlighted three initial recommendations in his announcement Saturday. These include: full-time face coverings for students and staff, six feet of physical distancing in hallways and on buses, and symptom screening as students and staff enter their school campus. While these recommendations are largely consistent with CDPH’s guidance, it is unclear whether CDE’s Monday release will differ from, or simply build upon, the CDPH’s guidance document provided Saturday.

ACSA understands that schools are being asked to do more than ever before to protect the health and safety of our students. None of these recommendations become a reality without appropriate resources and we will continue that advocacy on behalf of our members.
