  • AASD OFFICE CLOSURE. 
    AASD will be sending out a Daily Update, Monday-Friday, throughout the return to instruction/school reopening period.  The Weekly Update will continue as usual on Thursdays with the typical news and information for AASD members.  The AASD Office continues to remain closed.  AASD staff are working remotely and can be reached via the contact information at the end of this Update.

    AASD has created a Google Form for AASD Members to report issues, questions or concerns regarding work-related issues, COVID-19, return to instruction and school reopening.  AASD will provide answers to issues, questions or concerns submitted as answers become available.  You may also share your gratitude for another AASD member, district personnel, etc., via the same link.

  • IMPORTANT – TA BETWEEN SDUSD AND SDEA ON PHASE ONE APPOINTMENT BASED ONSITE LEARNING OPPORTUNITIES
     
    NOTE FROM AASD AASD RECEIVED MANY CONCERNS SUBMITTED VIA THE GOOGLE DOC FORM REFERENCED ABOVE FOLLOWING THE ANNOUNCEMENT OF THE SDUSD-SDEA TENTATIVE AGREEMENT (PHASE ONE APPOINTMENT BASED ONSITE LEARNING OPPORTUNITIES).  IN THE PRESS RELEASE BELOW, THE DISTRICT STATES THAT PHASE ONE ONSITE APPOINTMENT BASED ONSITE LEARNING OPPORTUNITIES COULD BEGIN AS SOON AS THE END OF SEPTEMBER. 
     
    AASD WAS TOLD YESTERDAY THAT ADMINISTRATORS WILL NOT BE REQUIRED TO BE ONSITE DURING APPOINTMENT BASED INSTRUCTION.  AASD HAS SENT A DEMAND TO BARGAIN THE IMPACTS AND EFFECTS OF PHASE TWO APPOINTMENT BASED ONSITE LEARNING AND THERE WILL BE OPPORTUNITIES FOR AASD MEMBERS TO SHARE THEIR INPUT.
     
    IN REGARDS TO THE CONCERNS ABOUT THE TIMING YESTERDAY OF NOTIFICATION OF THE TENTATIVE AGREEMENT, AASD WAS TOLD BY DISTRICT OFFICIALS THAT THE EMAIL TO PRINCIPALS VIA THE PRINCIPAL UPDATE WENT OUT WITHIN MINUTES OF THE SDEA ANNOUNCEMENT.
     
    THERE WILL BE MORE INFORMATION FORTHCOMING ABOUT PHASE ONE APPOINTMENT BASED ONSITE LEARNING.

  • DISTRICT COMMUNICATION

    The following communication was sent to Principals by the District on August 26 after 5pm:
     
    SDUSD-SDEA TENTATIVE AGREEMENT RE: PHASE ONE APPOINTMENT BASED ONSITE LEARNING OPPORTUNITIES 

     
  • With health and safety at the forefront, and after receiving input from a panel of experts from University of California San Diego, the District and SDEA reached a tentative agreement to implement a phased-in approach of bringing students back to schools starting with Phase One of providing supplemental appointment-based onsite learning opportunities during District-wide online learning for our students with the most needs. As summarized below, the agreement outlines students that would be considered for appointment based onsite learning during Phase One and the health and safety requirements for implementation.
    • All students will continue to receive online learning as previously agreed to in the July 30, 2020 Agreement between the District and SDEA.
    • In an effort to mitigate learning loss, appointment based onsite learning opportunities will be considered for TK-5 students who need the most support.
    • Students who will be considered for opportunities for onsite appointment based learning include:
      • Students who received a below standard report card (represented by an average academic mark of a 1 or 2 in English Language Arts or Math strands) in Spring 2020.
      • Students who do not have a Spring 2020 report card (incoming TK, K, or new students to the district) and who are not making progress toward grade level standards.
      • Students with IEPs who are not meeting IEP goals or have intense support needs.
      • Students who have been recommended for an initial assessment or require a triennial assessment, and require standardized assessment that cannot be completed online for eligibility.
    • The following process will be used to identify TK-5 students who need modified online support and/or appointment based onsite learning:
      • The District will provide sites with report card data described above. 
      • Educators will review their students in the categories above for their progress towards individual goals and grade-level proficiency by analyzing formative assessments, observations, and information gathered from families.
      • Based on their review, educators will propose students who need modifications to online support and/or need appointment based onsite learning.
      • Administrators and teachers will then engage with site teams (which may include counselors, psychologists, nurses, education specialists, related services providers, and/or English learner coordinators) to develop and implement a plan for the identified students using existing site staff and resources.
    • Requirements for appointment based onsite learning:
      • Appointment based onsite learning is contingent upon available site staff and resources, and may include the recommending educator.
      • Onsite appointments with students shall be limited to groups of no more than 6 students in grades TK-3 and 8 students in grades 4-5.
      • For classroom teachers, appointment based onsite learning will occur within the established 180 minutes of whole/small group instruction and/or the 60 minutes of additional small group instruction, conferring, and office hours.
      • For non-classroom educators, appointment based onsite learning will occur within the established 240 minutes of direct and indirect daily instruction/services.
      • Administrators will coordinate with site and central office personnel to make arrangements for transportation, meals, health and safety protocols, and coordination of classroom access, preparedness, and sanitation for students identified to receive appointment based onsite learning.
    •   Health and safety guidelines for Phase One:
      • The Parties will follow guidelines established by the CDC, CDPH, and recommendations and mitigation factors contained in the UCSD summary report, with final guidance by the County.
      • Clear and timely communications, policies, and procedures will be provided to unit members.
      • Employees will be trained in appropriate measures to prevent the spread of the virus.
      • The District will ensure facilities have necessary supplies for preventative sanitation measures.
      • Every room with a sink will be stocked with soap, hand sanitizer, and paper towels. Every classroom and non-classroom workspace will be provided hand sanitizer. Hand sanitizer or hand washing stations will be provided at every ingress/egress point. All supplies will be checked and restocked promptly as needed and prior to the beginning of each school day.
      • Unit members will be provided any PPE necessary to complete their work assignment in accordance with the highest standard in the public health guidelines referenced above.
      • Face masks sufficient to cover the mouth, nose, and chin are required.
      • Face shields will be provided to unit members who request it.
      • 6-feet of physical distance shall be maintained between all individuals, except for limited scenarios where 6-feet distance is impractical (for example, passing in a hallway or viewing student work).
      • Health screenings will be performed daily for anyone entering a school site or central office facility in accordance with the health guidelines referenced above.
      • Only essential visitors will be permitted on school sites or central office facilities. An essential visitor who does not pass a health screening will be denied entry.
      • Staff and students who do not pass a health screening (or who begin to display COVID-19 symptoms during the day) will be sent home or to an isolation space pending travel home.
      • N95 respirators (if available to purchase in the community) will be provided for unit members caring for individuals presenting COVID-19 symptoms and pending travel home. If an N95 is not available, surgical masks, face shields, and other PPE will be provided.
      • Return protocols after positive tests, symptoms, or exposures will follow County guidelines.
      • All meetings, including meetings with parents and professional development, shall take place in an online setting.
      • Employees shall not socially congregate in any workspace (including but not limited to break rooms, common lunch areas, hallways, restrooms, etc.), and no social activities shall take place in any workspace.
      • Upon notification that an employee or student has been infected with COVID-19, the District will work with public health officials and assist with contact tracing and any required notifications.
      • SDEA will cooperate in any necessary public health actions, such as contact tracing of infected individuals.
      • The District will provide SDEA with a weekly COVID-19 summary report.
      • All classrooms, restrooms, and workspaces occupied by students, educators, and other staff (excluding spaces exclusively used by SDEA members for online instruction only) will be disinfected daily using a disinfectant on the EPA List “N”.
      • In accordance with the public health guidelines reference above, the District will ensure ventilation systems operate properly and increase outdoor air circulation as much as possible, using a combination of mechanical/natural ventilation and HEPA air purifiers (as the room characteristics dictate) to provide adequate air exchanges.
      • All indoor areas used as an isolation space for individuals presenting COVID-19 symptoms will be equipped with adequate ventilation with the use of minimal recirculated air, and MERV-13 air filters and/or HEPA filters will be utilized.
      • Unit members should report any unsafe working conditions to their supervisor and may also report it to the District’s online system:  https://secure.ethicspoint.com/domain/media/en/gui/55492/index.html
    • After meeting the public health guidelines referenced above and prior to implementing Phase One, the District will provide unit members with at least two weeks’ notice.
    • The agreement only addresses the terms for Phase One of the return to onsite instruction. Terms for subsequent phase(s) are subject to bargaining.
    • The agreement shall expire in full without precedent on the last day of the 2020-2021 traditional school year, unless extended by mutual written agreement.
    • All terms of the CBA between the Parties and the July 30, 2020 agreement regarding online learning not addressed by this TA shall remain in effect.
