- A MESSAGE FROM AASD -- PHASE ONE APPOINTMENT BASED INSTRUCTION
- Principals attended a Zoom presentation yesterday on the District’s Phase One Appointment Based Instruction which is scheduled to begin on Tuesday, October 13. Here are some items that were reiterated/shared during that meeting:
- The Chief of Staff reiterated that Phase One Appointment Based Instruction is intended to be for a very small percentage of elementary students TK-5.
- It was confirmed that the number of students who can be invited to participate in Phase One will solely depend on the number of SDEA members who agree to provide this type of instruction. The MOU the district leadership/Board of Education negotiated with SDEA is very clear that SDEA members must volunteer to participate and the appointment based instruction falls within their regular work time (it is not meant to supplant any online instruction; it is meant to supplement). Additionally, the work assignment for paraeducators to participate in Phase One is also voluntary.
- Any student participating in this type of appointment based instruction must be able to wear a face mask for the entire time they are on campus and on a school bus (if Transportation is being provided).
- AASD’s MOU states that Principals/Vice Principals are not required to be onsite during this type of instruction. If the administrator is not onsite and is working remotely they must name an administrative designee from those who are working onsite.
- Temperatures will be taken of staff following procedures. At the direction of the medical experts, temperatures will not be taken of students.
- All necessary and appropriate PPE will be provided to the site.
- Only essential personnel are permitted on the school site. No parents/guardians or other “non-essential” persons are permitted on the site. Parents who are waiting for students may wait off-site or in their vehicle. Under no circumstances may non-essential personnel be on the school site.
- Much more information was shared and site administrators have a lot of work to do prior to being ready to open school on October 13 for Phase One Appointment Based Instruction.
Additionally, AASD suggests/shares the following:
- AASD reiterates that District Leadership/Board of Education negotiated an MOU with SDEA that is clear that SDEA members may VOLUNTEER for this type of instruction (Phase One). This puts our AASD represented site administrators in a difficult position. However, site administrators must understand that they should not and cannot pressure any SDEA member into volunteering for this assignment. It is the individual choice of the SDEA members taking many factors into consideration (same goes for Paraeducators). AASD understands that our site administrators must then be the bearer of bad news to parents if there are not enough staff members to meet the needs of the students. That is an uncomfortable position for our site administrators to be in. However, site administrators must follow the MOU that was negotiated by the district leadership and Board of Education.
- Yesterday, AASD received a request from a Board of Education member for AASD to waive the language in our MOU that requires a two-week notice before implementation of Phase One. The request was presented that it would be for certain schools that might be ready to open prior to October 13. The AASD Executive Board discussed the request and did not approve waiving the two week notice in the MOU. AASD leaders felt that approving this waiver and allowing select schools to open early could pit schools against one another and cause an even greater equity issue. AASD responded to the Board member, who understood AASD’s position.
- If a site does have SDEA or PARA members that volunteer for Phase One instruction, it is the responsibility of the site administrator to ensure that all health and safety rules are being followed. The more people onsite, the more people want to be “normal” and congregate, etc. Site administrators (or the appointed designee) must ensure that all staff/students are following all health and safety guidelines. This is critical in keeping staff and students safe and healthy.
- AASD would like to clarify that site funding for opening of school planning (including funding for planning for Phase One) may be used to pay teachers/support staff/principals/vice principals who are working outside of their regular work hours. Note that there are district deadlines for when the funding must be used and timecards submitted. Please refer back to district communications for deadline information.
- The AASD Member Hotline number is listed at the end of the Daily Update each day. As sites prepare and implement Phase One Appointment Based Instruction, there will likely be scenarios that site administrators need immediate help with resolving. Please reach out as necessary. The hotline was negotiated by AASD for all AASD members to assist with challenges and problems as they arise. The hotline phone number is (619) 981-0760. Put this number in your cell phone so you have it available when needed.

- AASD/DISTRICT "HOTLINE" INFORMATION
The hotline established with the District is available to AASD unit members and other management who are charged with enforcing the health and safety policies and procedures. Call the hotline when you need immediate assistance when conflicts arise, clarification is needed, or decisions must be made regarding health and safety matters.
This hotline is for ALL AASD represented members, both classified and certificated. The hotline phone number is (619) 981-0760. The hotline is available on all District workdays, Monday through Friday, from 7:00 a.m. to 4:00 p.m. In the rare event that a message must be left, all calls will be returned promptly, within the same day.
- SPECIAL GRATITUDE

- AASD OFFICE CLOSURE
AASD will be sending out a Daily Update, Monday-Friday, throughout the return to instruction/school reopening period. The Weekly Update will continue as usual on Thursdays with the typical news and information for AASD members. The AASD Office continues to remain closed. AASD staff are working remotely and can be reached via the contact information at the end of this Update.
AASD has created a Google Form for AASD Members to report issues, questions or concerns regarding work-related issues, COVID-19, return to instruction and school reopening. AASD will provide answers to issues, questions or concerns submitted as answers become available.
