AASD Weekly Update 2/25/2022

NEW ITEMS

  • AASD apologizes for sending the Weekly Update out on Friday, instead of Thursday.  We chose to delay the Weekly Update so we could include the important information below.

  • IMPORTANT BARGAINING UPDATE -- CERTIFICATED BARGAINING INFORMATION.  Yesterday, the District and AASD tentatively agreed upon a Memorandum of Understanding (MOU) for AASD certificated members regarding the Summer Programs.  There are significant changes for Vice Principals and Instructional Coordinators (who are assigned to a school site) in this MOU.  This does not affect Instructional Coordinators assigned to central office.

As you may recall, as reported in the December Weekly Update, AASD submitted a proposal in December for compensation for Principals, Vice Principals and Instructional Coordinators for working the summer program.

The District responded to the AASD proposal in February.  The District’s counterproposal included a significant change in work year (number of workdays) for all Vice Principals, as well as including the summer program administrator role as a permanent job duty for all Vice Principals and all school-based Instructional Coordinators.  The counterproposal also included a change of job title for Vice Principals to “Associate Principal.”  While AASD was surprised by this counterproposal, it is important for our members to understand that the District has the right to unilaterally increase the work year of any employee without bargaining.  The union has the right to bargain “impacts and effects” of such decision.  In the MOU, you will see that AASD did bargain impacts and effects for the implementation of this work year increase and the addition of the summer program site administrator duties.  Additionally, an increase in work year for Vice Principals has been advocated for by Principals for many years.  AASD has, in the past, attempted to bargain an increased work year for Vice Principals, but has not been successful.

With that being said, the parties have reached a tentative agreement and have signed off on a Memorandum of Understanding (MOU).  The AASD Executive Board has approved the MOU and it will now go to the Board of Education for ratification.  Click the link for a copy of the
    MOU

Many of our Vice Principals currently work the summer programs so the increase in the work year will not have as much of an impact as it will on those who currently opt not to work past their 193-day work year.  The increase in work year will most definitely have a positive impact on annual earnings reported to CalSTRS and will increase the highest year of earnings for Vice Principals when they retire.

AASD understands this is a surprising and significant change for current Vice Principals and school-based Instructional Coordinators.  We anticipate our AASD members will have questions.  The District has scheduled the following meeting via Zoom for Vice Principals and school-based Instructional Coordinators.

Topic: Associate Principal Position Description Implementation Discussion

Additionally, AASD has scheduled two Zoom meetings for current Vice Principals and school-based Instructional Coordinators.  The purpose of these meetings is for AASD members to ask questions and receive information regarding these significant changes.

    Meeting ID: 818 1354 8481
    Passcode: 338908

    Overview of the MOU:
Principals will no longer be assigned as the summer program site administrator at their site or any other site.  This is effective immediately.  This change allows the Principals to focus on other assigned duties and removes the Principal from being the summer program site administrator.  This change is effective for the upcoming 2022 summer programs.  There will be information forthcoming from Human Resources regarding this change.

The title of Vice Principal will be abolished, and all current Vice Principals will assume the title of Associate Principal effective July 1, 2022.  As a side note, the title Vice Principal is outdated throughout the nation.  Most other Districts have changed the title to either Associate Principal or Assistant Principal, both known as AP’s.

Effective July 1, 2022, the work year of all Associate Principals will be increased from 193 days to 219 for Elementary/K-8/Middle and 228 for High School/Atypical.  This change equals the work year of the Principal.  Along with the increase in work year, all Associate Principals will automatically move to 12-pay (12 equal paychecks) beginning July 2022.  The increased work year will result in increased salary for the additional days on calendar.  This change will result in an increase in annual earnings, which will mean an increase in compensation reported to CalSTRS and will positively affect the “highest year of earnings” with CalSTRS when the AASD member retires.

The job description for Vice Principal and Instructional Coordinator is being amended to add the duties of “site administrator” for the Summer Programs.

Effective July 1, 2022, all Associate Principals and school-based Instructional Coordinators will be assigned the duty of site administrator for the summer program.  For 2022 only, those Associate Principals and school-based Instructional Coordinators who do not wish to work as the site administrator for the summer program will have the option of using available leave to opt out for Summer 2022 only.  Associate Principals who opt out for summer 2022 may use accrued PPI days and/or accrued Personal Necessity days.  School-based Instructional Coordinators who opt out for summer 2022 may use accrued vacation days, PPI days and/or Personal Necessity days.  Those Associate Principals and school-based Instructional Coordinators who do not opt out will be assigned as the site administrator for a summer program and will, for 2022 only, be paid pro rata for the days worked after their work year ends in June (as the increase in work year does not begin until July 1).

The order of assignment for selecting the site administrator has been bargained.  See the MOU for the order of staffing the site administrator assignments.  If there are more Associate Principals and school-based Instructional Coordinators than available summer assignments, Human Resources may elect to assign more than one site administrator to the larger sites or use those not assigned as a “floater” to fill in for absences, etc.  All Associate Principals and school-based Instructional Coordinators will receive an assignment unless they opt out for 2022.

AASD anticipates that members will have additional questions.  Please plan to attend the District meeting on March 1 and one of the AASD Zoom meetings on March 7 or March 9.

AFSCME.  If you were an AASD member on June 27, 2018, per the Decision, you automatically stayed as an AASD "Member in Good Standing" and will remain so.  However, we are asking all AASD members to re-commit to AASD by completing the Google form (link below). This re-confirms your AASD membership and ensures that you have access to the benefits of being an AASD member – legal representation, AASD representation, discounted services, scholarships for your children, professional development reimbursements, etc.

Some of you have already filled out the new membership form over the past year – if so, it is not necessary to complete it again.  If you have any questions regarding the re-commitment form, please contact the AASD office at 619-295-2118 or e-mail one of the AASD staff members for assistance.  Thank you in advance for your commitment to our Union – AASD.
