AFSA SUMMER TRAINING – AASD WAS IN THE HOUSE! The American Federation of School Administrators (AFSA) held their summer training institute in Ellicott City, Maryland from Sunday, July 19 through Wednesday, July 22. The focus of the summer training was negotiations training, communications with the union membership, legal refreshers, how AI can be used, and so much more. AASD was well represented by the following staff/Executive Board members who were in attendance. Donis Coronel, Executive Director; Jeff Thomas, AASD President and Classified Bargaining Chair; Veronica Ortega, AASD Vice President Classified and bargaining team member; Kristi Hunter-Clark, Vice President Certificated and John Aguilar, Executive Board Member and Certificated Bargaining Chair. It was an excellent opportunity for union leader training and networking with other union leaders from around the country. There were approximately 125 administrator union leaders in attendance.
AASD PROVIDES HOMEWORK KITS TO SELECT SCHOOLS. AASD provided 204 homework bags and school supply kits to TK and Kindergarten students at the following schools this year: Edison, Jones, and Rowan Elementary Schools. The drawstring backpack is filled with all the supplies students need to complete their homework at home. The funds for the kits come from money raised in the 50/50 raffles at Summerfest and Winterfest. Thank you to the AASD Member Relations Committee (MRC) for overseeing the selection of the schools and to the following MRC Members and Board of Directors member for volunteering to assemble the bags: Troy Hickey (MRC Co-Chair); Matt Fleming (B of D Member); Peter Johnson (MRC Committee Member) and Amy Perez (MRC Committee Member). Also, a big thank you to UASC/AASD Office Manager, Linda Crout-Hamel, for coordinating the purchase of the supplies and to UASC/AASD Membership Coordinator, Patti Burch, for helping to prepare the supplies for the bags. An extra thank you to Troy Hickey for delivering the bags to the three schools.
UNION PLUS SCHOLARSHIP WINNER FROM AASD! Union Plus recently awarded $300,000 in scholarships to 181 students representing 42 unions, including one winner representing the American Federation of School Administrators (AFSA) from AASD Local 134! Leonardo Garcia, son of AASD member Shannon Garcia (AP at Kearny High), was one of the 181 awardees and was honored with a $1,500 scholarship from Union Plus. Leonardo was a student at Kearny High Educational Complex, Stanley Foster School of Engineering, Innovation and Design (EIN).
Union Plus was founded by the AFL-CIO in 1986 and is celebrating its 40th Anniversary this year. AFL-CIO has over 15 million members who benefit from Union Plus.
Meet the 2026 AFSA Honoree: Leo is a mechanical engineering major at San Diego State University Weber Honors College. He expects to graduate in May 2029 and aspires to an engineering career focused on sustainability to promote the public good and environmental health. Leo earned college credit from multiple San Diego Community College District schools though the Kearny IED dual enrollment program. He founded the Zero Waste Club at Kearny and interned with Garden 31, a non-profit organization that fosters food equity in San Diego County. “I hope to incorporate my passions for sustainability into my calling,” Leo said. “By earning the Union Plus scholarship, I’ll better support my family and community through my future as an innovative, entrepreneurial, environmentally conscientious engineer.” Shannon Garcia, Leo’s mother, joined AFSA in 2018 through AASD. He is thankful for how the AASD union supported and protected his mother when she began kidney dialysis and an eventual kidney transplant. “The AASD representative helped her navigate disability and discrimination laws, worked with human resources, and made sure she understood her rights,” Leo said. “For the first time in months, I saw my mom’s anxiety lift. Today, AFSA and AASD continue to advocate for her. Having that protection has made a massive difference in our lives, and for that we are eternally grateful.” Leo is a member of the Society of Hispanic Professional Engineers; Society of Mechanical Engineers; Engineers Without Borders; ACE (Architecture, Construction and Engineering) Mentor Program of America; San Diego County Board of Education student member and Scouting America. Leo is also a San Diego Unified School District Vision 2030 Intern and a Mission Trails Regional Park eco-ambassador intern. Honors: AFSA Diann Woodard Scholarship; SDSU Aztec Scholar; University of Colorado College of Architecture and Planning Architecture in the City summer camp ACE Scholar; College Board National Hispanic Scholar; AmeriCorps President’s Volunteer Service Awards (one silver, two gold); Office of the Public Defender “25 Most Remarkable Teens of San Diego”; Kearny High salutatorian; and an Eagle Scout. Congratulations, Leo and Shannon!

LAPA COMMITTEE REPORT. Governor Newsom signed AB 181 into law, which changes the role of the state’s Superintendent of Public Instruction (SPI). All Executive Powers over the State Department of Education will be transferred to a Governor-appointed Education Commissioner, who must be confirmed by the State Senate. SPI will now have a vote on the State Board of Education, the UC Board of Regents, the CSU Board of Trustees, and the Community College Board of Governors. The SPI will become a stronger voice for the public and a student advocate regarding existing education-related laws, bills moving through the legislature, and programs in the Dept of Education. The question repeatedly asked was, “How will the change affect our members?” If Richard Barrera were to win in November, we would have a direct and personal connection to the person in charge of the State Department of Education. With the change, we now have a direct, personal connection with a voting member of the State Board of Education. Our members win regardless of either role.

REMINDERS
WHAT DOES THE NEW POLICY REGARDING VACATION ACCRUAL MEAN FOR ME? The district has implemented a new policy regarding the vacation cap and AASD bargained language regarding the implementation. August 31, 2026, is the last time vacation accrual over the 328-hour cap will be paid out. Going forward, there will be no more vacation payouts unless the unit member is terminating employment with the district (resignation, retirement). In addition, beginning January 1, 2027, unit members must have a balance below 328 hours monthly to accrue vacation for that pay period. This will require planning on each unit member’s part to ensure they are taking their vacation leave and keeping their balance below 328 hours monthly. The best advice is to keep the balance below 314 hours as each month members earn approximately 14 hours which brings a unit member to the 328-hour cap. Or an even better idea is to always keep vacation below 300 hours. You cannot “lose” vacation you have already accrued; however, the policy prevents you from earning any vacation hours that would put you over 328 hours in any given month.
IMPORTANT FOR ALL EMPLOYEES REGARDING TB CLEARANCE. All AASD members are reminded that by law you must have a current TB clearance on file. Those who are out of compliance will receive notification from the District very soon. Failure to receive the TB test and clearance by the September 30 deadline will result in the member being placed on UNPAID leave. Please click here and read the communication from the district.

CALSTRS AND CALPERS POWER OF ATTORNEY – IMPORTANT! All AASD Members in Good Standing and Affiliate Members are highly encouraged to complete the applicable retirement system Power of Attorney form. In the event the member becomes incapacitated and unable to manage their own affairs, the power of attorney can make decisions regarding the members’ retirement account. This is particularly important if the member is terminally ill and can no longer communicate or make decisions. To make decisions regarding the retirement plan, the form listed below must be on file with the retirement system. A medical or other type of power of attorney is not accepted by the retirement system. Please ensure you have this form on file. Hopefully, you never need it but if you do, it will give you peace of mind. Please share this information with co-workers and staff at your site.
IMPORTANT - REGARDING YOUR AFSA AND UNION PLUS BENEFITS. All AASD dues-paying Members in Good Standing and Affiliate members are automatically members of AFSA. For years, AASD has supported our members by providing $1000 scholarships to the children of our members who are graduating from high school and going on to higher education. Each year, AASD awards between $15,000 and $18,000 in scholarships. In lieu of holding an annual event to fund the scholarships, the AASD Scholarship Committee, co-chaired by Veronica Ortega and Mary Johnson, has created an opportunity for our Members in Good Standing and Affiliate Members to make a nominal donation via payroll deduction to the AASD Scholarship Fund. With the support of our members, this option will allow our scholarship program to remain solvent and remain funded.
The AASD Board of Directors is encouraging all Members in Good Standing and Affiliate Members to consider donating via payroll deduction in support of our program. By clicking the provided link or scanning the QR code below, members can make a donation 10 times a year (August through May) of either $3, $5, $10 or $20 per month via payroll deduction.
Of course, any member (active or retired) can make a direct donation by sending a check to the AASD office or calling the office with a debit or credit card information. Finance Committee: Meets up to 4 times a year to develop a draft budget and monitor the finances of AASD. Chair is Gina Camacho-McGrath.
Legislative and Political Affairs (LAPA) Committee: Meets monthly to review and make recommendations regarding legislation that affects education and our schools/employees. The committee also interviews school board candidates and makes recommendations for endorsement to the AASD Board of Directors. The committee typically meets the second Monday of the month at 4:00 PM via Zoom. The Chair is Cristine Holmer and our UASC Government Relations Officer is Jesus Montana.
Member Relations Committee: Plans and supports the two large social events for members (Summerfest and the Winter Holiday Party), as well as provides support for any membership meetings. Responsible for the selection of AASD Distinguished Leaders annually. Coordinates the Homework Kits for UTK and Kinders at select schools. Responsible for other activities that support the membership. Typically meets monthly, the first Tuesday of the month from 3:30-5:00 PM in person with an option to join the meeting via Zoom. Co-Chairs are Troy Hickey and Susan Kent.
Professional Development Committee: Plans and coordinates the annual AASD/SDUSD Spring Conference each March. Also responsible for approving reimbursements from the Professional Growth Fund. Typically meets the first Wednesday of the month, as needed, 3:00-4:30 PM via Zoom. Co-Chairs are Steve Ditto and Silvia Martinez.
Scholarship Committee: Coordinates the Scholarship Program including presentation of scholarships at school events. Meets as needed, typically the fourth Monday of the Month from 3:30-5:00 PM via Zoom. Co-Chairs are Mary Johnson and Veronica Ortega.

AASD PROFESSIONAL GROWTH GRANT.The Administrators Association San Diego City Schools (AASD), in conjunction with the San Diego Unified School District, provides financial grants to members to assist them in their professional growth. Unit members who participate in professional development activities related to job-connected skills or potential careers with the District may qualify to have the cost of registration fees defrayed by available funds up to $100. AASD/UASC OFFICE Office hours are 8:00 AM to 5:00 PM, Monday-Friday. We ask that you call the office before visiting to ensure that a staff member is in the office and not offsite at an appointment, running work-related errands, or at lunch.
